Defense Policy Review Initiative (DPRI) is a United States Marine Corps (USMC) organization located in Oahu, Hawaii and Guam.
DPRI is responsible for the management and oversight of building Marine Corps Base Camp Blaz in Guam.
This program consists of over 100 MILCON projects that are being constructed in order to receive USMC forces relocating from Okinawa to Guam, based on a bilateral agreement between the United States Government (USG) and the Government of Japan (GoJ).
In order to assist DPRI in executing its program responsibilities, DPRI requires non-personal, technical, and advisory support services in support of our Government Offices located in Oahu, Hawaii, and Guam.
Position Responsibilities: The Change and Risk Management task area will provide professional support services on leading, refining, implementing, and enforcing the change management process and risk management process for the DPRI organization located in Hawaii.
The Contractor shall provide the necessary support in this task area.
· Manage, execute, and enforce the DPRI Guam Risk Management Plan and Change Management Plan.
· Assist DPRI personnel and respective stakeholders in the identification and review of risks and changes and the completion of the respective documentation in order to enter those risks/changes into the respective process and not cause delay in the process flow.
· Identify, analyze, track, record, provide guidance, and maintain records management with respect to all actions associated with Risk and Change Management.
· Provide strategies and recommendations for continuous improvements through best practices and standards.
· Serve as the Risk Manager and Change Manager for the DPRI organization in Hawaii.
· Develop and review the DPRI Guam Risk Management Plan and Change Management Plan; provide revisions and updates.
· Develop Risk Management and Change Management training materials and provide training · Guide efforts to identify risks using brainstorming sessions, interviewing experienced personnel and subject matter experts, and root-cause analysis.
· Identify trends in change requests and brief them to leadership.
· Where appropriate, use strengths, weaknesses, opportunities, and threats (SWOT) analysis to identify risks.
· Manage and maintain the DPRI Risk Register and the Change and CREQ logs on a daily basis to ensure they are up to date with complete and accurate information.
· Continuously monitor effects for new, changing, and outdated risks.
· Continuously monitor change requests that have been submitted into the Change Management Process and follow up on a weekly basis to ensure change requests are not being delayed in the process flow.
· Assist in the control of the risk process by recommending alternative strategies, executing a contingency or fallback plan, taking corrective action, and providing recommended modifications ot the program management plans.
· Ensure all comments/feedback associated with Risks and Change Requests are properly recorded and provided to management in order to make informed and timely decisions.
· Utilize information management tools, such as Microsoft Office management tools (Access, Excel, PowerPoint, and Word, etc), to store information and create tables, queries, forms and reports for reference, reporting, and analysis.
· Assist and prepare PowerPoint briefs, Business Case Analysis, Information Papers, Justification Papers, reports and other information management work products for leadership-level audiences.
Include correspondence, spreadsheets, reports, and briefing slides reflecting results of analysis, proposals, or recommendations.
· Participate in meetings and teleconferences and brief the status of risks and changes associated with the workload of the DPRI office located in Hawaii.
· Effectively communicate with all stakeholders and motivate constructive participation in the risk and change management processes.
· Provide official notification to Change and Risk Managers within the DPRI Enterprise on Change Management and Risk Management decisions.
· Management and Oversight of all Change Requests and CREQs throughout their life cycle.
· Maintain final and working documents on the DPRI Pacific Posture SharePoint site, or Government directed location; documents shall be tagged appropriately and maintained in accordance with DPRI processes and procedures.
Requirements: Position Requirements: · Active DoD Secret Security Clearance required.
Bachelor’s degree · At least 5 years of experience working as a risk manager or change manager, implementing change and/or risk management principles, methodologies and tools · Possess a valid Change Management Certification (Prosci, ACMP, CCMP), Risk Management Certification (CERA, CRM, FRM, PRM), or PMP Certification Additional Desired Skills: · Master’s Degree in Business Administration (MBA) · Lean Six Sigma Certification KSA Integration is an equal-opportunity employer.
